Outcomes of the first European HIV Academy for Enabling Legal Environments

January 26, 2018

The first European HIV Academy for Enabling Legal Environments held in Berlin was attended by about 35 activists from 20 countries working on the legal matters, HIV/AIDS legislation and policy reform in the WHO European Region states.

European HIV Academy for Enabling Legal Environments, #ELETA, was implemented as a collaborative effort of Deutsche AIDS Hilfe, GNP+, EATG, AIDS Action Europe and HIV Justice Network.

The Academy provided a great platform for experience exchange and communication among specialists on legal matters in HIV/AIDS area. The event featured a number of discussions to support awareness raising and understanding of many legal barriers in the context of health, dignity and prevention of HIV for people living with HIV; development of skills and capacity of PLWH and people affected by HIV, using the new tools created by each of the #ELETA partners; development of more intensive cooperation across Europe; fostering coordination and strengthening the community voice in the entire European region.

The electronic mailing list was created upon the meeting to include the activists working on HIV/AIDS legal environment improvement in Europe and Central Asia to continue training, communication and organization.

Mikhail Reznik, ECUO lawyer and Minus Virus legal expert:

“The meeting was interesting and informative to me in the context of expanding my knowledge in the legal regulation and influencing the legislation change to improve access to the continuum of care for PLWH. We are working on large-scale studies within the regional PARTNERSHIP program, that’s why this information was very useful to me.  The discussions of problems related to HIV criminalization, the tendencies of which are being reported across different countries of the region, were also very interesting.

I made acquaintances with my colleagues, lawyers and  attorneys from different European countries working in HIV-servicing organizations; we shared experience, knowledge, talked about current matters of interest in our countries; we had exchanged contact details and expect to keep cooperating in the future and discuss a number of strategic issues in the context of overcoming legal barriers to ensure access to HIV treatment”.

Furthermore, the database including the most significant legal barriers for testing and access to HIV treatment in the WHO European Region countries was presented on the meeting.
