Today in Bishkek the public discussion is held on the draft state social contracting program in the Ministry of Health and the service standards for the state contracts implementation with the support of USAID and the consortium of NGOs of Kyrgyzstan introducing the regional program “Partnership for Equal Access to HIV Services for Everyone Who Needs It in the EECA Region”.
Public hearings of the budgets of the Ministry of Health of the Kyrgyz Republic and the Obligatory Health Insurance Fund of Kyrgyzstan took place last week. This year 43 million soms are provided for the procurement of medical products, all other expenses are covered by donor organizations. Next year the state will need about 101 million soms to fulfill its obligations”, Deputy Director of the AIDS Center Aibek Bekbolotov said at the meeting.
At the same time, Prime Minister Muhammetkaliy Abylgaziyev emphasized that the state health care office prioritizes disease prevention and healthy lifestyle promotion, primary health care strengthening, the revision of regulations and the exploring the opportunities for outsourcing in the health care system.
“Reforms in the health sector should be carefully analyzed and aimed at eradicating corruption, improving the quality of services provided to the population, creating proper conditions in medical facilities locally. The practice of recent years demonstrates the shortage not only of medical personnel, but also of contemporary management personnel in the health care system. People are used to the obsolete style of working and do not want to change anything. In many ways, people’s trust in the government is determined by the quality of medical services. Therefore, the state should pay keen attention to the health sector”, he said at a meeting with the new Minister of Health Kosmosbek Cholponbaev.
The Regional Program “Partnership for Equal Access to HIV Services for Everyone Who Needs It in the EECA Region” is implemented by the ECUO with the support of the Global Fund. The NGO Consortium of Kyrgyzstan includes the “Partnership Network” Association of Harm Reduction Programs, Union of Legal Entities “Association “Country Network of People Living with HIV” and the Public Association “Kyrgyz Indigo”. The program in Kyrgyzstan has been implemented since 2017.
