The first meeting of the new Public Council at the Ministry of Health (Public Council at the MoH) of the Kyrgyz Republic was held in Bishkek.
The members of the Public Council at the MoH, which included 13 experts, had an acquaintance and introduction session. The newly elected members of the Public Council discussed the problems existing in the state authority, as the Council is expected to actively contribute to solving them. These are, in particular, the problems of medication supply, staff policy, the role of doctors in society, as well as school medicine.
Aibar Sultangaziev, Director of the “Partner Network” Association, the Vice Chairman of the CCM of the Kyrgyz Republic and the leader of the Consortium of NGOs of Kyrgyzstan within the regional program “Partnership for the Equal Access to the HIV Services Continuity, implemented by ECUO and the Global Fund, became the Public Council Chairman. For more than 13 years, Sultangaziev has been advocating for access to HIV treatment and harm reduction.
Zamirbek Omurkanov was elected as Deputy Chairman, Zhyldyz Azimkanova was appointed as the Secretary. Nurkhan Zhumabayeva and Ilyyas Eratov were elected to the Coordination Board of the Public Council of NGOs from the Council.
According to the official report by the preceding members of the Public Council, during 2 years of its functioning (2016-2017) the Council had contributed to a number of improvements in the healthcare system of the country. For example, the Public Council managed to improve the availability of drugs, detect the write-off of anti-TB drug Cycloserin for the amount of $300,000, as well as reveal illegal clinical trials of anti-TB drug “FS-1”.
Moreover, in May 2017 competitive selection of the heads of institutions was reinstated as the result of the Public Council efforts, the relevant Provisions were approved. The Council representatives were included in the competition commissions on selecting heads of institutions, World Bank consultants, the Project Management Unit group. The creation of a working group on the development of the Provisions on the Guardianship Board organization in medical institutions was initiated. And it’s just a fraction of work which the Council accomplished in two years.
The newly-elected Public Council members shared their impressions of the work on the first session in social media. Venera Tashmanbetova (individual style preserved): “The composition of the new Public Council at the MoH is impressive, and I think we will be able to become a very strong team, our work will be interesting and prolific!”.
“The country needs people with immaculate reputation, who are eager to contribute to the reforms. We need honest people who will work for the public good” – Almaz Nasyrov, an expert, notes in his interview for Ala-Too 24, – “Kyrgystan is now expecting to implement extremely important decisions for the entire country, which in the future will ensure maintaining the democratic and sustainable development course. And only the people who are unflawed, impartial, independent and able to be the voice of the society should be selected to the Public Councils”.
It’s worth mentioning that during the years of its operation the Public Councils as institutions yielded decent results. Some of the Councils managed to reveal corruption arrangements, pointed out at the inefficiency of the state official’ work. They contribute to a more transparent and efficient public administration. It is important that only professionals having work experience and appropriate qualification skills relevant to the area of operation of a specific Council are eligible for membership.
